The project was realized on the territory of 36 local communities of the municipality of Subotica, in the period between December 2004 and August 2005. The aim of the project was to enhance the knowledge of journalists employed at the city weekly Subotičke novine, to realize trainings in the field of innvestigative journalism and to apply the newly acquired knowledge in the further work.

The Open University was in charge of creation and realization of two questionnaire surveys on 0.5% citizen sample (650), questionnaire elaboration and results analysis, focus groups in 36 local communities of the municipality of Subotica, oganization of 7 public debates and preparation of 7 teaching volumes on the following subjects: Local Self-Government Law, Spatial Plan of the municipality of Subotica, General Urbanism Plan of Subotica, LEAP, Sustainable Development, Health Care System and Education in the municipality of Subotica.
